MYSTIC lets authorized operators express intent over sovereign money in natural language — then refuses to move anything without an explicit human approval. No autonomous execution

MYSTIC has no standing capability to move value by itself; it can only prepare proposals for a human to authorize. Autonomy over sovereign money is deliberately withheld.

Even an approved proposal is still validated by the underlying engines at commit. The gate is the first check, not the last.
